Dada Morero’s “82% Success” Claim: Progress or Political Spin?

Dada Morero has painted an optimistic picture of the City of Johannesburg during his 2026 State of the City Address (SOCA), claiming that his administration has achieved an “82% success rate” in delivering on its commitments to residents. The speech, delivered as Johannesburg battles infrastructure collapse, financial instability, water shortages, crime, and service delivery complaints, has sparked debate across the city.

The big question remains: Do residents actually feel this 82% success?

According to Morero, the city has made progress in infrastructure rehabilitation, road upgrades, township development, economic revitalisation, and improving internal governance systems. He highlighted projects such as the rebuilding of key roads, stormwater upgrades, accelerated service delivery programmes, and preparations linked to Johannesburg’s role in hosting global events such as the G20-related U20 summit.

The mayor also argued that the city has begun stabilising politically and administratively after years of coalition instability and leadership changes that weakened governance inside the municipality. He insists that management reforms and tighter coordination between departments are finally producing visible results.

Yet for many residents across Johannesburg — especially in areas affected by power outages, water disruptions, potholes, hijacked buildings, illegal dumping, and deteriorating public infrastructure — the 82% figure may sound disconnected from daily reality.

It is true that there have been visible interventions in some parts of Johannesburg. Roads in certain regions have been resurfaced, public clean-up campaigns intensified, and mayoral service delivery operations have become more frequent. In areas preparing for international events and investment activity, improvements are noticeable.

However, critics argue that the city’s deeper structural problems remain unresolved.

Johannesburg still faces:

  • A worsening financial crisis,
  • Aging infrastructure,
  • Ongoing water supply challenges,
  • Electricity instability,
  • High unemployment,
  • Illegal connections,
  • Billing disputes,
  • Inner-city decay,
  • And slow response times from municipal departments.

Even Morero himself has publicly acknowledged that Johannesburg has been battling severe water challenges and management inefficiencies.

The reality is that measuring “success” in a city as large and troubled as Johannesburg depends heavily on what indicators are being used. If the 82% refers to internal targets achieved on paper, the administration may indeed believe it is progressing. But if success is measured by resident satisfaction and everyday lived experience, many communities would likely produce a very different number.

There is also the political dimension. SOCA speeches are designed to inspire confidence, reassure investors, and strengthen public trust in leadership. Every mayor highlights achievements while minimising failures. That does not necessarily mean the claims are false — but it does mean they should be scrutinised carefully.

What cannot be denied is that Johannesburg remains at a crossroads.

The city is still Africa’s economic powerhouse, but it is also under enormous pressure. Morero’s administration may deserve recognition for trying to restore stability after years of political chaos, but residents are increasingly demanding measurable outcomes rather than promises and percentages.
